SUBJECT: Concerned citizen requesting support of A2177 - Strengthen EMS Funding

Dear Governor Hochul,

As a concerned New Yorker and supporter of our first responders, I respectfully urge you to sign A2177, a bipartisan bill that removes emergency medical services (EMS) from the property tax cap calculation. This change will give local communities the flexibility they need to maintain and strengthen EMS while governing responsibly.

EMS professionals are on the front lines, responding to 911 calls with compassion and skill. Yet the system is under stress. Agencies face staffing shortages, increased call volume, and rising costs that insurance payments alone can’t cover. Local governments need the ability to invest in EMS without facing penalties under the tax cap.

This is not about growing government. It’s about keeping ambulances on the road and ensuring trained paramedics and EMTs are there when New Yorkers need them most. Please support our communities and first responders by signing A2177 into law.

News Coverage on Proposed Rescue EMS Legislation Package

“We are used to EMS rescuing us, and they have come together and appealed to us that they need rescuing,” state Assemblywoman Donna Lupardo said. Lupardo and 13 other lawmakers are sponsoring legislation that would increase funding for providers and incentivize volunteers to continue working for EMS providers.

Ahead of EMS Week (May 19-25), a coalition of state Legislators joined New York State Association of Counties (NYSAC), NYS Volunteer Ambulance & Rescue Association, Inc. (NYSVARA), and United New York Ambulance Network (UNYAN) to advocate for the passage of a group of bills* aimed at supporting emergency medical services (EMS) throughout the state.

EMS leaders and advocates rallied in Albany to promote bills that supporters say would take great steps to stabilize ambulance services. “We are coming at this from every angle we can think of,” said Assemblymember Donna A. Lupardo, D- Binghamton. “In one of my municipalities, they have not been able to increase EMS services the way they would like, because it comes up against the property tax cap.”
